Fire Commissioner's Local Assistant's Handbook

This Handbook contains detailed information designed to assist the Local Assistant and/or Fire Chief to provide a safe and valuable fire prevention and protection service to the community. Each Unit of the Handbook covers a topic that will assist in making decisions to implement, improve or fulfill duties in fire prevention and protection.

Unit I The Office of the Fire Commissioner (UNIT1.PDF, 68KB, 17 PAGES)

A description of the Office of the Fire Commissioner, mandate, programs and services offered to Local Assistants and Fire Departments is provided. An outline of provincial fire safety legislation is also included.

Unit II Fire Department Administration and Organization (UNIT2.PDF, 124KB, 30 PAGES)

A discussion on the organization and administration of a fire protection service for a community is provided. Topics covered include formulating bylaws for protection and prevention, fire protection and mutual aid agreements, operating procedures/guidelines, record keeping and the initiation of training for a fire department.

Unit III Legislation Affecting Fire Departments (UNIT3.PDF, 55KB, 16 PAGES)

A listing and overview of provincial and federal legislation that may have an effect on the operation of a fire department is provided. Fire service administrators and local assistants must be aware of legislation that may affect how they operate and provide services.

Unit IV Fire Department Evaluation and Certification

Unit IV of the Local Assistant's Handbook is a stand-alone document entitled "Evaluation and Certification Guide" (ECG) and details the process for fire fighters to gain certification and professional designation in the fire fighting profession following National Fire Protection Association Standards. The Office of the Fire Commissioner offers certification under the International Fire Service Accreditation Congress (IFSAC) and the National Professional Qualifications System (NPQS). Fire Prevention services are a necessity for effective and efficient fire protection services. A brief overview of developing fire prevention services in your community is provided.

Unit VI Public Education (UNIT6.PDF, 36KB, 10 PAGES)

Fire Prevention services includes public education. Programs and services available for fire departments in Saskatchewan are described.

Unit VII Fire Investigation (UNIT7.PDF, 134KB, 41 PAGES)

The investigation of fires is critical to continued fire protection and prevention services and programs in Saskatchewan. A full description of fire investigation reporting for Saskatchewan is provided. To complete this unit the following documents are required:

Fire Departments have a wealth of information and assistance available to them from numerous agencies. A listing and description of agencies in Saskatchewan are provided.

Unit IX Fire Service Exemplary Medal (UNIT9.PDF, 15KB, 6 PAGES)

Information on obtaining this service recognition medal for department members who have provided exemplary service to their community is provided.  This unit also contains information on awards available for bravery.
